Some sites are blocked at the provider level. The Gaming Control Authority keeps a public list of unlicensed online gambling operators and can order internet providers to block their sites. The Radio and Television Commission of Lithuania (LRTK) orders providers to block platforms that rebroadcast TV channels restricted under EU sanctions, as well as some pirate streaming sites. Some people reach such sites through a VPN or proxy, but the rules apply all the same, so it pays to be careful.
A VPN encrypts the connection and swaps your IP address for one from the location you pick. It does not change the law or the terms of each service. For a plain explanation of how it works, the Browsec VPN blog has a guide on what a VPN is.
