The best known form of blocking concerns gambling. The National Gambling Office (ONJN) keeps a blacklist of sites that offer games without a Romanian licence, and internet providers must redirect those domains. Some people try to reach listed sites through a VPN or proxy, but that does not make the sites legal in Romania, so it is worth being careful.
Technically, a VPN encrypts the connection and shows sites an address from the location you pick rather than your IP address. Laws, contracts and the terms of each service apply exactly as before. For the background, the Browsec blog explains how a VPN works.
